Project Overview

Kitselas Five Tier System (K5T) improved its Community-Based Reporting Tool to strengthen how employment, education, and skills training data are tracked and reported. The project focused on updating the tool, streamlining reporting requirements, and improving staff training.

This resulted in more consistent use of the system, better data quality, and clearer information for leadership decision-making.

Case Study Highlights

  • Measurable improvements were evident across all three areas of user experience, data quality, and staff capacity.

  • By the end of the project, 88% of coordinators rated their experience as good or very good, and 75% said the CBR Tool was very easy or easy to navigate and use.

  • Overall completeness in three main areas of the CBR Tool rose from a baseline range of 77–80% to 79–84% by the end of the intake and action planning period.

  • The share of active participants assigned an active coordinator improved from approximately 81% at the beginning of the project to approximately 98% by the end.

  • Expired actions decreased from a high of 58% at the start of the project to 35% by the end, giving the tool a clearer picture of active participants and staff workload across the organization.
