Project Overview

Tsleil-Waututh Nation (TWN) conducted an economic feasibility study for a potential Indigenous Protected and Conserved Area.

The project developed a costing tool, scenario models, and companion documentation.

This supports informed decision-making about stewardship, funding, and long-term planning.

Case Study Highlights

  • The project produced an Excel-based costing tool with adjustable long-term projections and a companion reference document detailing every assumption, data source, and methodology decision behind the numbers.

  • A strategic pivot in October 2025 shifted the project from a static feasibility report toward a living tool model, so TWN could continue to use and refine it as IPCA planning evolved

  • The tool was designed around three principles: flexibility, modularity, and transparency.

  • The tool’s scenario-testing capability was immediately useful for internal planning conversations, departmental budget discussions, and preparing materials for leadership.‍ ‍

  • The project also produced a generalizable costing methodology that other Nations can adapt by substituting their own operational data and IPCA project plans.
